Mejorando la gestión del espectro mediante su compartición dinámica

El Dynamic Spectrum Alliance es una organización global de defensa de las leyes y regulaciones que conduzcan a una utilización más eficiente y eficaz del espectro. Su membresía está compuesta por multinacionales, pequeñas y medianas empresas, instituciones académicas y de investigación, así como otras organizaciones de todo el mundo que cooperan con el objetivo de crear soluciones innovadoras que aumenten la cantidad de espectro disponible para el beneficio de los consumidores y las empresas.

Esta presentación tratará sobre cómo el desarrollo de nuevas tecnologías que permiten compartir el espectro de forma dinámica y los modelos regulatorios que están siendo planteados en todo el mundo con miras a incrementar la inclusión digital y acometer el masivo crecimiento de los datos a través de redes inalámbricas. La presentación incluirá el importante asunto de los TV White Spaces y el uso eficiente del espectro para el desarrollo de las tecnologías móviles existentes 2G, 3G y 4G, y las futuras como la 5G.

    Excelent presentation Dear Mr. H Sama Nwana, beyond your points you encourage expand digital inclusion in LATAM, thus i.e. using WiFi´s Maslow hierarchy application (arguably) migth be more incorporated by the Goverments Programs and Public Finance instruments.

  • @marlontorres Thanks for the question. Let me just respectfully note the following:

    • TV Whitespace rules/regulations are “technology neutral”, whether they are database driven or not (e.g. lightly licensed)
    • Different technologies/standards, e.g. Wi-Fi (802.11af), WRAN (802.22) or even LTE can exploit these rules/regulations

    • Remember, TVWS rules allow for secondary use of a band whilst protecting the primary user. In the TV bands, the primary user is clearly TV. In the original USA/FCC TVWS rules of 2012, they decided that they would NOT allow a TVWS device to operate in a UHF frequency adjacent to a TV frequency being used, i.e. they forced a guard band. Ofcom UK found that TVWS devices can operate in adjacent frequencies, and USA/FCC has since proposed new rules in Aug 2015. It also depends on power, etc. Come to Bogota to hear more from me and others

    The key is for the technology to follow the rules/regulations of:
    • The governance can be summarised as follows
    o 1. The Base station sends its GPS location to a database.
    o 2. The database compares it to a list of TV stations in the area.
    o 3. An approved vacant channel list is returned and power limit
    o 4. The base station uses and channel and the power limit
    o 5. Easy in the age of cognitive radios.
    • Whatever base station the technology is using (LTE, WiFi, WRAN, etc). must respect such rules as above
